For the municipalities of Amsterdam, Rotterdam and Utrecht, TransCity and Dreamers Inc. have analyzed communication on the degree of inclusiveness. We performed the analysis for the municipalities of Amsterdam and Utrecht in 2022, while Rotterdam was analysed in 2019 with a repeat in 2021.

Commissioned by the municipality of Rotterdam, TransCity, in collaboration with Motivaction Research, analyzed many hundreds of communication statements in 2019 on 'unconscious bias' and 'linguistic bias'. Among others, several hundred videos, a full year of social media pages and city newspapers, brochures, campaigns, websites, policy notes, media appearances of municipal representatives, the intranet RIO and staff magazine the City Worker (Stadswerker) were analyzed. A number of statements were also submitted to a qualitative research panel of Rotterdam citizens from a variety of backgrounds.

With the confrontational results in hand, presentations and workshops were then given. What makes the project so special is the way in which the city of Rotterdam dared to make itself vulnerable. The results of the analysis may have hurt, but they did go public with it and spread the awareness of the unconscious prejudices we all have to other government organizations as well.

A direct result of the analysis was the video Rotterdam For Real, which was part of the bidbook for the Eurovision Song Contest. Another direct result is the municipal calendar of and for the citizens of Rotterdam.

In 2021, TransCity repeated the analysis and research, which showed that a lot of progress had been made in two years time. Meanwhile, in 2022, TransCity and Dreamers Inc. are also conducting similar research and analysis for other organizations, while in the summer of 2022 our analyses for the cities of Amsterdam and Utrecht were published.

TransCity and Dreamers Inc. have also given numerous presentations and workshops in the area of 'unconscious bias' for the editorial heads and editors-in-chief of NRC, De Nederlandsche Bank, editors-in-chief of other national media, and many other organizations.
